This work was written by Vladimir Ilyich Lenin in April 1920 and published in booklet form in Russian in June 1920, and in English, French and German the following month. The manuscript of the booklet was entitled: “An Attempt to Conduct a Popular Discussion on Marxist Strategy and Tactics”. Copies of it were given to each delegate attending the 2nd Congress of the Communist International held in Petrograd (St. Petersburg) and Moscow between July 19 and August 7, 1920.

On July 30, two bomb blasts in a crowded marketplace in west Jerusalem caused the deaths of 14 civilians. The Israeli government’s use of this terrorist act as a pretext to tighten its repression of the Palestinian population living under Israeli colonial occupation has again highlighted the ineffectiveness of acts of terrorism carried out by small groups as a means of combating oppression.

The fundamental aim of the revolutionary Marxist party is to organise the socialist revolution. In order to realise this aim, the party must win the ideological and political allegiance of the overwhelming majority of the working class. This cannot be accomplished simply through propaganda alone. It is a general law of history that only through collective experiences of struggle, of action, can broad masses begin to free themselves from the domination of ruling class ideology and become receptive to revolutionary ideas.
